Dynasties are judged by their second generations, and the house of Mulayam produced, in its founder’s elder son, a successor who has spent two decades being underestimated on schedule, the affable engineer dismissed as the patriarch’s shadow who took the party from his father’s generation in open battle, governed the state younger than anyone before him, absorbed three consecutive defeats without losing the machine, and rebuilt it into the 2024 election’s biggest UP winner. Akhilesh Yadav, chief minister from 2012 to 2017 and the state’s principal opposition leader as this series writes, is the batch’s study in inheritance managed, and his file is kept, as a living and contesting politician’s must be, in the record’s own terms.
The formation was deliberately unlike the father’s. Born in 1973 at Saifai, educated at a Rajasthan military school and then in environmental engineering at Mysore with a further degree in Sydney, Akhilesh entered parliament from Kannauj in a 2000 by election in his twenties, and his political persona assembled itself against the party’s reputation, the soft spoken cyclist and football patron whose English press conferences and laptop promises addressed a UP the red cap vocabulary had never reached, the aspirational young voter the state’s demography was mass producing. The 2011 kranti rath yatra, the campaign bus tour he led across the state against the Mayawati government, made him the 2012 landslide’s face, the batch’s closing article gives that election its own file, and the patriarch’s decision after the count, passing the chief ministership to the son over his own third restoration, installed at thirty eight the youngest chief minister the state had seen.
The government of 2012 to 2017 carries a double ledger this series states in both columns. The build column is substantial and physically visible, the Agra Lucknow expressway driven through in record time as the state’s showcase, the Lucknow metro’s launch, the power capacity additions, and the welfare architecture, the laptop distributions that became the era’s emblem, the pension and kanya schemes, the ambulance fleets that made the toll free numbers household words, a programme the government marketed as kaam bolta hai, the work speaks. The charge column was equally loud, the law and order record on which the opposition built its 2017 campaign, the Muzaffarnagar riots of 2013 on the government’s watch, the communal batch of this series gives that catastrophe its own full file, the dynasty’s four and a half chief ministers of the period’s mockery, the uncles’ fiefs running parallel to the cabinet, and the perception, fed by cases the crime batches document, that the machine’s old accommodations persisted beneath the expressway’s asphalt, a perception the 2017 result, the BJP batch records it, priced brutally.
The succession war made him the party’s owner rather than its heir. The feud of 2016, the next article’s file, ended with Akhilesh holding the national presidency, the cycle symbol, and the campaign against his uncle’s and the fixer’s faction, at the cost of entering the 2017 election as a house publicly divided, and the alliance experiments that followed, the Congress partnership of 2017 and the BSP gathbandhan of 2019, failed in sequence, three defeats that would have buried most inheritors. The rebuild that followed instead is the file’s present tense, the 2022 campaign lifting the party’s vote share to its historic high even in defeat, and the 2024 PDA strategy, the previous articles described its architecture, delivering thirty seven Lok Sabha seats, the party’s best national result ever and the single largest cause of the ruling party’s lost majority, the underestimated engineer standing, as this series writes, as the state’s alternative government in waiting and the opposition’s most consequential state leader nationally, with the next assembly election the test the whole file awaits.
For the UP Files, Akhilesh’s meaning is the batch’s larger question answered provisionally. A family firm did survive its founder, the doctrine did survive the family war, and Mandal’s principal machine, modernised, has proved it can still win the heartland’s biggest prizes, though not yet the state itself back.
