Governments are audited in budgets and elections, and movements are audited in the village lane, and the Bahujan century’s deepest file is not the Lucknow one but the lane’s. What did the era of Dalit power, the four terms, the machine, and the sandstone, actually change where the community lives, in the hamlet at the village’s edge this series’ abolition audit left waiting at the queue’s end? The scholarship of the period, the fieldwork of Sudha Pai, Badri Narayan, and the era’s ethnographers, converged on an answer this article states in its columns, that the change was immense and psychological, real and administrative, and limited and economic, all three findings true at once.
The psychological column is the era’s largest entry, and the field studies are unanimous about it. The knowledge that Behenji sat in Lucknow rearranged the village’s air, the Dalit tenant who had stood before the thana now entering it, the first information report, the state’s most basic receipt of a citizen’s grievance, actually registered when the complainant came from the hamlet, the scheduled caste atrocity provisions enforced with a seriousness the constabulary calibrated, as constabularies do, to the government’s known eye, and the daily grammar of deference, the sitting and standing, the tea served or refused, renegotiated in ten thousand lanes with the confidence that the order above had changed. The era’s characteristic artefact was the statue, the small blue suited Ambedkar rising on village plinths across the state, each installation a territorial declaration and, the conflict registers record, a periodic flashpoint, the desecrations and the confrontations over them becoming the assertion era’s signature offence precisely because the statues’ meaning, presence where absence had been the rule, was understood perfectly by everyone.
The administrative column is substantial and measurable. The Ambedkar village programme, across the BSP terms, directed works, the link roads, hand pumps, housing, and electrification of the state’s basic kit, to Dalit majority villages by explicit designation, an inversion of the patronage geography this series has mapped under every other regime, the reserved recruitment drives filled the constabulary and secretariat’s lower tiers with the community’s sons and daughters at rates the service registers document, the land patta enforcement pushed the abolition era’s paper allotments toward possession in campaigns whose incompleteness was real and whose attempt was unprecedented, and the atrocity and boycott response machinery, at its best, made the district administration an instrument the hamlet could summon, the era’s assessments crediting the terms, including from unfriendly quarters, with the state’s most disciplined enforcement climate on caste crime.
The economic column is the thin one, and the audit must say so. The structure of ownership the abolition act fixed did not move, the hamlet remained the labour pool of fields it did not own, the era produced no land reform second act, no industrial or educational transformation that changed the community’s position in the state’s economy, the human development tables of the economy batch registering the BSP terms within the state’s general stagnation, and the gains that did accrue pooled, the movement’s internal critics documented, disproportionately with the Jatav core and the salaried stratum BAMCEF had organised, the non Jatav scheduled castes, the Pasis, Valmikis, and the rest of the caste batch’s map, reading the era, with consequences the decline file records, as another community’s turn. Dignity, the era’s defenders answer, is not a consolation prize but the precondition, izzat first, the rest thereafter, and the base’s own electoral behaviour, loyalty sustained through defeat after defeat, suggests the community priced the era’s deliverable exactly as the movement did.
For the UP Files, the assertion file is the series’ cleanest demonstration that power’s uses are plural. The Bahujan century did not redistribute the land or industrialise the hamlet, and it did something no budget line captures, it ended, over great tracts of the state, the automatic humiliation that had been the caste order’s daily enforcement mechanism, and a politics that achieves that and only that has still moved history. The question the era left, whether the psychological revolution could survive the machine’s decay, is the next file, the decline of the elephant.
