Story
Political parties in India are usually founded first and organised afterward, if at all, and the Bahujan Samaj Party’s singularity, the discipline that let it survive decades of defeat and its founder’s death, traces to the fact that Kanshi Ram built it the other way around. Before the party of 1984 came six years of BAMCEF and three of DS4, the cadre and the agitation assembled before the ballot was ever contested, and this article files the pre history, the long march that made the machine, because without it nothing else in the batch is explicable.
BAMCEF was the resource bank. Founded formally in 1978 after years of groundwork, the Backward and Minority Communities Employees Federation organised precisely the class Kanshi Ram’s doctrine had diagnosed, the educated Dalit and backward employee, the clerk, teacher, bank officer, and engineer whom reservation had lifted into salary and the system had lifted no further, and its founding injunction, pay back to society, converted the class’s guilt and gratitude into the movement’s treasury and brain. The federation’s chapters spread through the government colonies of the north, its conventions drawing tens of thousands of employees who could be neither sacked for politics, since BAMCEF was formally non political, nor ignored as a base, and its functions were the movement’s infrastructure entire, funds by salary deduction, cadre by evening seminar, the Ambedkarite print culture of pamphlets and the Oppressed Indian revived and distributed, and the talent scouting that pulled, from a Delhi teaching job, the young woman the next article makes chief minister. The genius was the sequencing, an organisation of those with something to give built before an appeal to those with nothing.
DS4 was the temperature. The employees’ federation could fund and think but not fight, and in 1981 Kanshi Ram founded its agitational arm, the Dalit Shoshit Samaj Sangharsh Samiti, DS4 in the era’s shorthand, to take the doctrine into the street, the cycle rallies rolling village to village with the slogans of the period, the arithmetic of the eighty five percent against the fifteen, chanted in couplets whose bluntness about the upper castes scandalised polite politics and announced, the movement’s historians note, that the age of the pleading Dalit was closed, the sloganeering of the phase recorded here as the movement’s own artefact, softened later as the coalition arithmetic of the sarvajan era required. DS4’s campaigns, against atrocities, for land pattas and hand pump placements, the micro geography of village dignity, built the recognition the ballot would harvest, and its cadre camps built the discipline, the movement’s characteristic austerity, workers fed by the village’s Dalit households, funds accounted publicly, no leader garlanded with more than the mission.
The transition to the party completed the architecture. The BSP’s founding on April 14, 1984, Ambedkar’s birth anniversary, added the electoral storey to a building whose foundations were laid, and the sequence’s fruits showed at once in the movement’s distinguishing behaviours, candidates fielded and lost by the hundred through the eighties without demoralisation, since the vote counts were audits of organisation rather than bids for office, the famous dictum that the first elections were fought to lose, the second to be noticed, and the third to win, and the base’s imperviousness to media, money, and defection that every rival would learn to respect, a solidity purchased in the BAMCEF seminar rooms and the DS4 dust years before.
The pre history also seeded the tensions the batch will harvest. BAMCEF’s employee gentry and DS4’s street energy were never fully one culture, the federation splitting from the party’s politics in factions that persist to this day, the movement’s later drift, critics within it argued, toward command and away from cadre began when the party storey outgrew the foundation, and the question the decline articles ask, what remained when the founder’s organisational fanaticism was gone, was being asked, by the old BAMCEF hands, decades before the decline made it public.
