Story

In 2007 the Bahujan Samaj Party governed Uttar Pradesh with an outright majority. In 2024 it won none of the state’s eighty parliamentary seats on a vote share fallen below a tenth, having won one assembly seat of four hundred and three two years before. No major Indian party has fallen so far so fast while its leader remained at its head, and the elephant’s descent, from the summit the batch has chronicled to the margin it now walks, is the file this article assembles, causes in their order, with the question the movement itself asks, whether the winter is terminal or dormant, left where the evidence leaves it.

The numbers first, since they are the file’s skeleton. The 2012 defeat left a strong opposition of eighty seats, the 2014 general election delivered the shock, nearly a fifth of the state’s vote and not one seat, the share’s distribution finally punished by the system that had once rewarded it, 2017 reduced the assembly presence to nineteen, the 2019 alliance with the old enemy, the gathbandhan whose guest house prehistory the previous batch closed, lifted the party to ten parliamentary seats on the SP’s transferred votes and dissolved within months, and the sequence since has been vertical, one seat and a bare eighth of the vote in 2022, zero seats and single digits in 2024, the Jatav core itself, the surveys of the last cycles indicate, beginning to leak toward the alternatives the batch’s last articles name.

The causes are argued inside the movement more honestly than outside it, and the series lists the ledger’s consensus entries. Organisational atrophy first, the cadre machine of the BAMCEF inheritance allowed to rust, the district structures hollowed by expulsions and the coordinator system’s churn, the party that once audited every booth unable, by the recent cycles’ accounts, to staff them. Strategic silence second, the leadership’s withdrawal from the street and the screen, campaigns of press releases against rivals’ carpet bombing, the movement’s agitational muscle, its founder’s first instrument, deliberately unflexed through the decade’s every Dalit flashpoint, a restraint the party explained variously and the base, the results suggest, read as absence. The succession void third, the batch’s Mayawati file noted the nephew’s anointments and removals, the machine that survived one founder’s death by design left, this time, without a design its cadre believes in. The harvest of the base fourth, the BJP’s labharthi welfare and micro caste engineering collecting the non Jatav scheduled castes the sarvajan era had already loosened, the SP’s PDA collecting the young and the tactical, and the vulnerability thesis fifth, the standing allegation, made by the party’s sympathisers and rivals alike and proven nowhere, that the central agencies’ files, the corridor era’s teaching, discipline the leadership’s choices, an allegation this series records with its status marked, as it recorded the era’s others.

The case for dormancy rather than death deserves its column, because the movement’s history is precisely a history of premature obituaries. The Jatav core’s residual loyalty remains, even diminished, the largest single committed bloc in the state, the brand, Behenji and the elephant, retains a recognition no startup rival owns, the founder’s own doctrine priced long winters into the model, elections fought to lose before elections fought to win, and the state’s political market, the next articles show, is bidding for the base with an urgency that proves the asset’s value, a party reduced to single digits still holding, in the balance of a close UP, the margin everyone else’s majority requires. Against it stands the counter case, that machines are not brands, that the cadre the winters were survived with is this winter’s casualty, and that the base’s next generation, the file that follows, has found its own vehicles.

For the UP Files, the decline is the Bahujan century’s unfinished last chapter, and the series declines to finish it prematurely. What the record establishes is the fall’s scale and its causes’ menu, what it cannot establish is whether the elephant’s walk to the margin is an exit or a circuit, and the state’s own answer, the batch’s closing articles show, is being written right now, in the fight to inherit the greatest vote bank the state’s politics ever built. The young claimant from Saharanpur comes first.
