Every durable political machine in Uttar Pradesh, this series has argued since the Congress deck, rests on a social arithmetic, and the Samajwadi Party’s was the era’s most famous two letters. MY, Muslim and Yadav, the alliance of the state’s largest religious minority and its largest single backward caste, gave Mulayam’s party a floor of roughly three voters in ten, enough, in a fragmented field, to govern, and the formula’s construction, its operation, its costs, and its ongoing renovation are the batch’s third file, the machine room beneath everything the house built.
The components had separate histories that one autumn fused. The Yadavs, the cattle keeping and cultivating community of the middle Ganga plain, were the abolition act’s exemplary beneficiaries and Charan Singh’s core legion, their rise through the churn decades carrying the numbers, close to a tenth of the state, the land, and the assertive cohesion that made them Mandal’s vanguard, and Mulayam their own summit. The Muslims, near a fifth of the state, had wandered since the Congress shelter collapsed, the previous batches traced the departure, and the firing of October 1990 completed the migration, the chief minister who had ordered the police lines held at Ayodhya becoming, whatever else the ledger holds against the order’s cost, the community’s demonstrated protector, the vote consolidating behind him in 1991 and 1993 with a completeness the state had not seen since 1946. Together the two communities approached thirty percent of the electorate, concentrated usefully across the Yadav belt and the Muslim towns, and in the first past the post arithmetic of a four cornered state, thirty percent well distributed is a government.
The machine’s operation was patronage’s standard grammar with a distinctive accent. SP governments were charged by their critics, and the pattern was documented across the period’s reporting and commission records, with tilting the state’s apparatus toward the base, recruitment drives and postings in which Yadav representation ran far beyond proportion, the police constabulary the argument’s favourite exhibit, and with symbolic and material courtship of the Muslim electorate, Azam Khan’s decades as the party’s Muslim face, the Urdu and madrasa gestures, the minority schemes the welfare articles audit. The party’s answer, that a state run for centuries by other castes’ networks was merely being rebalanced, and that the Muslim courtship was secularism practised rather than performed, has its force, and the series files the exchange rather than adjudicating it, noting only the mechanism’s known physics, that visible consolidation invites counter consolidation, a law the state was about to demonstrate at scale.
The costs arrived on both flanks. The non Yadav backward castes, the Kurmis, Mauryas, Nishads, and the rest of Mandal’s wider family, reading the formula as two communities’ firm rather than the plebeian front Lohia had drawn, drifted through the era toward whoever bid for them, the BSP’s engineering first and the BJP’s decisively, the previous batch’s synthesis article recorded the harvest, and the Muslim pillar itself carried the relationship’s asymmetries, the community’s intellectuals arguing across the decades that the party banked the vote while rationing the power, the seats, and the security, the riots of 2013 under an SP government, the communal batch will weigh them, cited as the guarantee’s failure, and the counter argument, that no alternative vehicle offered more, holding the pillar in place election after election, a loyalty of the exit less rather than the satisfied.
The renovation is the file’s current page. Akhilesh Yadav’s PDA formulation of 2024, the acronym reaching for the pichhde, Dalit, and alpsankhyak, the backward, Dalit, and minority whole, was the formula’s deliberate widening, tickets distributed beyond the clan and the core with a discipline the old machine never showed, the Faizabad seat’s Dalit victor the previous batch recorded standing as the strategy’s emblem, and the result, the party’s best national performance ever, suggested the MY floor had been rebuilt into something closer to Lohia’s original blueprint, though the state election that will test the renovation properly lies, as this series writes, ahead.
